



STB seeks creative production team for digital content push

The Singapore Tourism Board (STB) is on the lookout for an outsourced creative production team to handle its digital content needs, with an initial contract spanning February 2026 to February 2028 and an option to extend for another year.
The board is inviting agencies to pitch teams capable of producing social, graphic, video, and digital assets for platforms including Instagram, TikTok, Facebook, LinkedIn, YouTube, Google, VisitSingapore.com, as well as print. The team will work closely with STB’s marketing activation unit.
According to tender documents seen by MARKETING-INTERACTIVE, the appointed contractor will act as the employer of the creative team, taking full responsibility for manpower management, recruitment, and compliance with employment laws.

The board has also set clear staffing requirements for the account. Agencies must field an account manager with at least two years of advertising or marketing experience, alongside expertise in recruitment and manpower management. A creative lead with a minimum of five years’ experience leading campaigns for top brands, both in-house and agency side, is also required.
In addition, content creators must bring at least three years of experience in social content production, with proven skills in Adobe Creative Suite, video production, storytelling and post-production.
Contractors may also propose additional team structures or hybrid arrangements, including integrating AI and technology solutions to boost productivity and workflow efficiency.
STB expects the contract to be awarded by December 2025, with talent sourcing and hiring scheduled from January to February 2026 and the full team onboarded by February 2026.
Currently, STB maintains a seven-member outsourced team that delivers an average of five content pieces per week alongside community management for Visit Singapore social platforms. The new appointment is expected to expand the board’s capabilities while maintaining consistent creative output across channels.

STB is not alone in seeking creative services. In August, Singapore’s Ministry of National Development (MND) issued a tender for an agency to provide creative, marketing, and social media management support for its Municipal Services Office (MSO).
According to documents seen by MARKETING-INTERACTIVE, the contract spans 12 months, with options for two yearly extensions, and aims to raise awareness and adoption of the OneService channels, educate the public on municipal issues and residents’ roles in improving their environment, and foster a community by engaging audiences, monitoring sentiment, and addressing misconceptions.
