National Council of Social Service (NCSS) has appointed independent creative agency Ink and Pixel as its creative agency for a year, with an option to extend for another year.
Under the appointment, Ink and Pixel will support NCSS across a wide range of creative services spanning graphic design, copywriting, photography, and social media assets for both print and digital channels.
The scope, detailed in NCSS’s tender, covers creative conceptualisation, design and production of marketing collaterals, infographics, EDMs, web banners, static social media posts and optional copywriting.

The appointed agency is also responsible for event, thematic and profile photography, with commitments ranging from campaign visuals to on-site event coverage and same-day express edits for selected occasions.
As part of the appointment, the agency will handle everything from crafting creative concepts and strategy to managing production timelines, collaborating with NCSS’s in-house team and other vendors, and providing final artwork and master copies.
In conversation with MARKETING-INTERACTIVE, Ink and Pixel said it was “pleasantly surprised” by the win, which it believes was awarded based on the strength of its portfolio, proven track record and reputation for delivering quietly effective work.
According to the agency, there was no incumbent agency on the account previously.
“We’re looking forward to working closely with the NCSS team — to do thoughtful work together and provide meaningful support along the way,” said Derek Wong, director of Ink and Pixel.
The agency said it is excited about the opportunity to contribute to meaningful projects that help raise awareness, inspire action and shape positive outcomes for Singapore’s social service sector.
Its first work under the appointment is expected to roll out soon.
NCSS’s appointment comes as several statutory boards and ministries in Singapore are actively calling for fresh agency partners.
Singapore’s Ministry of Transport (MOT) is currently seeking an agency to develop a unified brand strategy that will bring MOT and its statutory boards — including the Civil Aviation Authority of Singapore (CAAS), Land Transport Authority (LTA), Maritime and Port Authority of Singapore (MPA) and Public Transport Council (PTC) — under one cohesive identity.
Meanwhile, the Ministry of Social and Family Development (MSF) is also on the hunt for a PR agency to support the Early Childhood Development Agency (ECDA). The brief will cover a one-year period, with an option to renew for another year, as ECDA looks to raise awareness and trust in Singapore’s early childhood sector.
