162 agencies eye SG whole of government creative account

The Ministry of Communications and Information's whole of government (WOG) creative services tender has 162 agencies vying for the account. According to Gebiz, the agencies include Accenture Singapore, ADK Connect Singapore, Asia PR Werkz, BBDO Singapore, BLKJ Havas, DDB Worldwide, dentsu Singapore, Disney, Edelman, Fishermen Integrated, formul8, Forsman & Bodenfors, GOODSTUPH, Grey, Wunderman Thompson, TSLA, VaynerMedia, and Wild Advertising, UltraSuperNew, among others. This is a massive jump from the 67 agencies which were competing for the account in 2018. In the end, only 39 were selected.

According to the tender, the contract is for a year with the option of extending up to two years. Appointed agencies shall supply and deliver communications campaign servicing, development and execution/production services. They will be tasked with overall campaign coordination, conceptualisation, production and management of creative materials and services needed to communicate key messages for the campaigns.

At the same time, the job scope also includes pitching creative ideas, with a fixed fee of SG$3,000 for each pitch. Under the campaign servicing and conceptualisation segment, vendors are to provide strategy and concept development, account management, third-party vendor management, as well as social media management for the campaign. They are also required to conduct weekly work-in-progress updates on the progress of work and provide a monthly summary of the budget used from all awarded vendors and sub-contractors.

The pitch process will be carried out in two stages with the first being the evaluation of potential vendors. They will be judged based on the quality and effectiveness of the proposal submitted for the case study provided, as well as on their company’s experience and credentials. They will be evaluated on price competitiveness at the second stage.

While, MCI appointed consultancy R3 in March to assist with the development, execution, and evaluation of its upcoming WOG media buying services contract, R3 is not involved in the creative services account. 

The WOG media buying services contract is an annual contract that tasks an agency with the planning, coordination, negotiation, buying, and evaluation of media buys across various forms of government communications efforts on both digital and non-digital media platforms. The consultancy account for media consultation is valued at SG$85,000.
