HK authorities step up LegCo election drive to boost voter turnout

The Hong Kong Customs and the Hong Kong Police Force have released humourous promotional videos to encourage voter engagement for the upcoming Legislative Council election on 7 December.
Released on Monday (10 November), the video by Hong Kong Customs is set in a nostalgic barber shop. It features commissioner Chan Tsz-tat and his two deputies, Woo Wai-kwan and Hui Kim. In a dual role, Chan portrays both the barber and his client, discussing the benefits of a well-groomed hairline.
At the end of the video, Chan makes a play on words between changing hair direction (頭髮換界) and the Legislative Council General Election (立法會換屆), stating, “Changing the hairline is vital for hair health, just as we are seeing new leadership in the Legislative Council. (頭髮換界對頭髮健康很重要,我們立法會也換屆了). He encourages citizens to participate in the upcoming election.
A spokesperson from Hong Kong Customs told MARKETING-INTERACTIVE that the campaign will run throughout the election period, with the video being promoted on social media platforms such as Facebook and Instagram.
Extending the theme of “hair,” the police chief and three deputy commissioners have released another humourous promotional video to promote voter engagement for the election on Tuesday (11 November).
In the video, commissioner of police Joe Chow Yat-ming, along with deputy commissioners Keith Yip Wan-lung, Johnson Chan Joon-sun, and Kan Kai-yan, use lighthearted banter to convey a message about civic duty.
Chow states, "Hair colour doesn't matter—knowing how to vote is what counts" (頭色唔重要,識投至緊要), aiming to highlight that the essence of participation goes beyond personal appearance or preferences, while also breaking away from the traditional serious image often associated with law enforcement.

Scheduled for 7 December, the 2025 Hong Kong Legislative Council election will elect all 90 members of the 8th Legislative Council. The election will feature 90 seats: 40 elected by a 1,500-member Election Committee, 30 from trade-based functional constituencies, and 20 from directly elected geographical constituencies.
To enhance public awareness of the election and encourage voter turnout, the Hong Kong government will host a gala show ahead of polling day, while a major developer has pledged to promote voting in its residential estates and shopping centres.
Also known as “Let’s vote, together we create the future” (同心・投票・創未來), the gala will take place on 6 December, a day before the election, at Wonderland in the West Kowloon Cultural District and will be broadcast by seven local channels. Free tickets will be distributed to residents for the outdoor variety show.
The government has also created a theme song for the election, adapted from Hong Kong singer Aaron Kwok’s song "Strong" A music video for the song features nearly 70 singers and artists, including veteran stars Alan Tam and Cally Kwong.
