Pag-IBIG Fund, the Philippines’ home development mutual fund, has launched a campaign to encourage more Filipinos to apply for its Expanded 4PH Housing Programme, positioning homeownership as a more attainable goal amid rising living costs.

Titled “Pag-IBIG Expanded 4PH: Bahay-oke – dream home, easy to own”, the campaign targets both Pag-IBIG members and non-members who face financial barriers to buying a home. It aims to communicate how the programme offers more affordable financing and a wider choice of homes.

The Tribe, formerly known as Tribal Worldwide Philippines, developed the campaign, with Plan B Production Agency handling production and Miko Dela Paz of ChickenStorm directing.

The campaign runs from October to December 2026, with executions across online, digital and radio channels. Television advertising is also planned.

“For every Filipino who works hard each day for their family, owning a home is one of life’s biggest dreams. Yet with rising costs, many feel that dream is beyond their reach. This is what the Expanded Pambansang Pabahay para sa Pilipino (Expanded 4PH) Programme seeks to change,” said Domingo C. Jacinto, Jr., vice president of the public and member relations group at Pag-IBIG Fund.

“By bringing together more affordable financing through Pag-IBIG Fund and a wider choice of quality homes, Expanded 4PH gives more Filipino families a real opportunity to own a home. Through this campaign, we want them to see that possibility for themselves and take the first step. Because a home means more than the fruit of hard work. It means security, peace of mind, and a brighter future for the family. That is the promise we want Expanded 4PH to bring closer to every Filipino.”

Daniel Pambid, executive creative director at The Tribe, said the campaign sought to make a traditionally complex subject more approachable.

“When you talk about housing and financing, the conversation can easily become complicated or intimidating. We wanted Bahay-oke to do the opposite,” he said.

“The idea was to take something as significant as owning your first home and make the possibility feel exciting, relatable, and within reach. By using a lighter, more familiar creative approach, we’re hoping to get more Filipinos to look at homeownership not as a distant dream, but as something they can actually start working toward today.”

Pag-IBIG Fund is a Philippine government-owned corporation established on 11 June 1978 under Presidential Decree No. 1530, issued by then President Ferdinand Marcos Sr. It was created to mobilise savings and provide affordable housing finance for Filipino workers. The fund is now attached to the department of human settlements and urban development.
