Housing Authority seeks for social media agency

The Hong Kong Housing Authority (HKHA) is looking to appoint a specialised social media agency to handle the strategic digital publicity duties for the statutory body.

Interested agencies must submit their applications before 10 am on 18 June 2026. Submissions must be clearly marked with the relevant tender reference and subject on the outside of the envelope, and addressed to the chairman of the tender opening committee at the Hong Kong Housing Authority.

Participants can choose to deliver their applications via post or deposit them in person into the official tender box located on the ground floor of block 2 at the Housing Authority Headquarters, situated at 33 Fat Kwong Street, Ho Man Tin, Kowloon.

The Housing Authority stated that late tenders or submissions that fail to adhere strictly to the stipulated requirements will not be considered.

Additionally, the authority noted that it is not bound to accept the lowest tender, nor the highest combined score for submissions utilising a marking scheme. It also reserves the right to negotiate the final terms of the contract with any participating tenderer.

The digital expansion comes at a critical time for the Housing Authority, which is set to become a primary battleground for local public health initiatives. The Centre for Health Protection (CHP) of the Department of Health recently unveiled its "I'm So Smart" community health promotion programme recognition ceremony, commending over 100 organisations for driving community messages around healthy eating, regular physical activity, and obesity prevention.

Speaking at the ceremony, Edwin Tsui, controller of the CHP, revealed that the initiative will heavily lean on public housing infrastructure moving forward. Starting this fiscal year, at least 60 public housing estates will integrated into the program annually. The overarching goal is to deploy weight management promotion activities across all public rental housing estates under the HKHA within three years, aiming to benefit more than two million residents.

Tsui noted that the campaign has historically relied on cross-sectoral collaboration, with partner organisations orchestrating over 1,300 activities that attracted nearly 50,000 attendees over the past year alone. As the programme scales up to blanket Hong Kong’s public housing network, the HKHA’s incoming social media partner will likely face the vital task of driving digital engagement and community participation for these localised health blueprints.
