NEA picks PR agency for Public Hygiene Council

The National Environment Agency (NEA) has retained Ninemer Communications as the public relations agency for the Public Hygiene Council (PHC).
The agency will lead strategic communications, media relations and editorial support for the council's public cleanliness initiatives, including the annual "Keep Singapore clean" campaign and "SG Clean Day" activations.
According to tender documents seen by MARKETIGN-INTERACTIVE, the contract is expected to commence in July 2026 and will run for an initial two years, with an option to extend for a further six months.

Under the remit, Ninemer will provide strategic PR counsel and develop quarterly communications plans to support PHC's objectives across traditional, digital and social media platforms.
The agency will also be tasked with proactive media outreach across English and vernacular media, radio, print and online publications to drive awareness of PHC's initiatives.
The scope of work includes managing media relations for PHC's key campaigns and events, including the annual "Keep Singapore clean" campaign launch, bi-monthly "SG Clean day" activations, as well as outreach initiatives such as World Cleanup Day, World Toilet Day and volunteer programmes supporting major events including Chingay, the National Day Parade, year-end countdown celebrations and the Formula 1 Singapore Grand Prix.
In addition, Ninemer will be responsible for producing media materials such as press releases, factsheets, interview briefs, key messages and FAQs, while overseeing media invitations, event registration, interview coordination and on-site media management.
The agency will also provide editorial support, including drafting speeches for PHC leadership, opinion pieces on public cleanliness and hygiene, forum replies, media and holding statements for crisis communications, feature stories spotlighting individuals championing cleanliness, and reviewing and editing PHC's existing communications materials.
In a statement to MARKETING-INTERACTIVE, Jessie Ho, managing director, Ninemer Communications said, "Ninemer is proud to successfully retain the Public Hygiene Council amongst our roster of clients."

The appointment comes after NEA named FiftyFull as the social media agency of record for Clean & Green Singapore (CGS) in 2025. Under the one-year remit, the agency was tasked with leading content and messaging strategy across Instagram and Facebook for national campaigns including "National dengue prevention" and "Say YES to waste less, and recycle right", aimed at encouraging Singaporeans to adopt cleaner, greener and more sustainable habits.
