HK opens trade office in MY to deepen ASEAN ties

Hong Kong has unveiled a new economic and trade office (ETO) in Malaysia, marking a significant milestone in deepening partnership between Hong Kong and Malaysia, and the Association of Southeast Asian Nations (ASEAN) as a whole.
The ceremony was held on 11 August at the newly established permanent office of the Kuala Lumpur ETO. Addressing the opening ceremony, Hong Kong's secretary for commerce and economic development Algernon Yau highlighted the strategic importance of the Kuala Lumpur ETO which is the 15th overseas ETO of the Hong Kong government and the fourth in the ASEAN region.
Noting that ASEAN stands firmly as Hong Kong's second-largest trading partner in goods while Malaysia is the city's eighth largest trading partner, Yau said that the new ETO shoulders the responsibility of deepening Hong Kong's economic, trade and investment ties with and strengthening its presence in this strategically important region.
He also expressed gratitude to the Malaysian government for its full support to the establishment of the Kuala Lumpur ETO which commenced operation last December. The geographical coverage of the Kuala Lumpur ETO includes Malaysia, Brunei Darussalam, Laos and Pakistan.
Working alongside Invest Hong Kong, the Hong Kong Trade Development Council (HKTDC), and the Hong Kong Tourism Board, the Kuala Lumpur ETO will spearhead the building of closer government-to-government and business-to-business linkages. Together, these entities will step up the facilitation of two-way trade and investment, creating new opportunities and fostering win-win collaboration across areas of mutual interest.
A key focus of the office’s mission is supporting a "two-way" economic strategy designed to help Hong Kong enterprises expand into Malaysia, while simultaneously encouraging Malaysian businesses to utilise Hong Kong as a launchpad into the Greater Bay Area. This initiative refers to Beijing’s broader economic strategy to integrate Hong Kong, Macau, and nine mainland Chinese cities into a world-class economic powerhouse.
Yau drew special attention to Malaysia’s established strengths in semiconductor manufacturing and industrial infrastructure, pointing to clear potential synergies. Under this collaborative model, enterprises can leverage Hong Kong’s world-class research and development capabilities while relying on Malaysia’s advanced production and manufacturing base. Furthermore, Malaysian enterprises expanding into the bay area can draw upon Hong Kong’s specialised professional services—including its top-tier legal, financial, and accounting expertise—which enjoy preferential market access under existing liberalised trade agreements.
Recognising the broad reach of Malaysia’s commercial landscape, Yau confirmed that outreach efforts will extend far beyond Kuala Lumpur to key regional economic hubs, including Penang, Kota Kinabalu, Kuching, and Johor Bahru.
The opening of the permanent office was a major highlight of a broader, high-level Hong Kong business delegation led by Yau. During the trip, the Hong Kong General Chamber of Commerce (HKGCC) and the National Chamber of Commerce and Industry of Malaysia (NCCIM) inked a new deal to accelerate bilateral trade, technical, and economic cooperation.
Under this agreement, both chambers will leverage their expansive business networks to drive cross-border enterprise and sustainable economic growth. To achieve these goals, the organisations have committed to exchanging real-time market intelligence, promoting mutual investment landscapes, organising joint commercial programmes, and conducting reciprocal visits to strengthen institutional ties and unlock new opportunities for their respective members.
