Nasdaq-listed fintech firm Solana and healthcare giant Johnson & Johnson are among the latest cohort of tech innovators setting up or expanding operations in Hong Kong. Spanning artificial intelligence, healthtech, and advanced manufacturing, the 18 strategic enterprises are bringing over HK$10 billion in fresh investment to the city.

The companies signed key partnership agreements last week with the Office for Attracting Strategic Enterprises (OASES), a dedicated government unit under the Financial Secretary’s Office.

Demonstrating Hong Kong’s enduring appeal as a global super-connector, half of the new partners originate from Mainland China—including CMC Inc., Hunan Yanhe Technology, and Primarius Technologies—while the remaining half hail from international markets. Several of the incoming enterprises boast market capitalisations or valuations exceeding HK$100 billion.

The new cohort spans a diverse spectrum of high-value sectors, including life and health technology, advanced manufacturing, new energy, AI, fintech, and creative technology. Among them are leaders in embodied AI robotics, a global healthcare innovator in pharmaceuticals and medical devices, one of the world's largest precious metals refiners, next-generation digital asset infrastructure pioneers, and intelligent power management leaders. Other specialties include digital twins, clinical decision support, smart vehicles, and integrated media.

With this latest batch, the total number of strategic partners secured by OASES has reached 142. Collectively, these enterprises are projected to inject HK$84 billion into the local economy and generate approximately 26,700 high-value jobs in research, development, and executive management over the coming years.

Welcoming the new partners, the city's finance chief Paul Chan revealed that the initial batches of OASES enterprises have already exceeded original investment expectations by 30% and job creation targets by 34%, taking up more than 2.8 million square feet of commercial and industrial space across the city.

Chan emphasised that innovation and technology (I&T) remain central priorities under Hong Kong’s strategic development plans, with the government leveraging its "Finance+" framework to help enterprises secure capital, commercialise research, and scale globally.

Chan also highlighted major infrastructure developments, including three planned university towns in the Northern Metropolis designed to bridge academic research with commercialisation. Furthermore, the Hetao Shenzhen-Hong Kong Science and Technology Innovation co-operation zone is facilitating seamless cross-boundary flows of talent, capital, data, and research materials, supported by closer cross-border collaboration on clinical trials and drug approvals.

OASES director-general Peter Yan noted that the new cohort will significantly enrich Hong Kong's technology ecosystem. Beyond bringing cutting-edge capabilities and high-caliber talent, these industry leaders are expected to act as "chain leaders," attracting upstream and downstream supply chain partners to establish a robust, interconnected industry cluster in Hong Kong.
