Position: Manpower Development Manager

Role Description:
To develop and drive workforce development strategies, identifying skills and training needs of the local workforce to enhance their employability and raise industry competitiveness of the tourism sector. To conduct industry analysis, draw up a strategic manpower development plan, conceptualise and implement workforce development interventions and outreach strategies to gain the support of industry partners, unions and stakeholders. To analyse the performance and effectiveness of the various manpower development strategies and programmes implemented. To be involved in assessing the feasibility, development and implementation of in-house training system, that upgrades the skills of workers and awards them national qualifications. To work with various industry partners, including employers, training providers, programme developers and consultants to develop and implement training programmes and infrastructures, including industry competency maps, standards and curriculum and assessment guides.
Requirements:
Candidate must possess a good degree from locally recognised university. Strong and relevant industry background with an appreciation of the business environment and a general understanding of the business value-chain. Related experience in manpower planning and development, adult training and curriculum development, and review and evaluation of manpower development programmes. Strong project management and implementation skill. Have initiative and strong organisational, management, communication and administrative skills.
